Can I get cannabis delivered if my town opted out?
Yes, if you are 21 or older. Under New Jersey law a municipality may restrict cannabis delivery businesses from locating in town, but it may not restrict the transportation or delivery of cannabis items within its borders, according to the CRC. Licensed retailers and delivery services can deliver to residents of towns that opted out.

What do the six cannabis license classes mean?
New Jersey towns can allow or prohibit each of six license classes separately. Class 5 covers retail dispensaries. The other five cover businesses that grow, process, move or deliver cannabis.

Does a town that allows dispensaries have one open?
Not necessarily. Allowing retail means a town has opted in to Class 5 licenses. A store still needs a state license, local approval and a site, so many opted-in towns have no dispensary open yet. Use the CRC's Find a Dispensary map to see open locations.

Can a New Jersey town change its decision?
Yes. A town that opted out can pass an ordinance to opt back in at any time, according to the CRC. Towns that took no action before the August 2021 deadline had to wait five years before passing a restriction, and a new ban cannot apply to businesses already operating.

Methodology and sources
Town-by-town status comes from the CRC table "Municipalities Opted-In to Adult-Use Cannabis Market," dated October 5, 2026, which lists 233 municipalities and the license classes each allows. Any of New Jersey's 564 municipalities not on that list is shown as not opted in. We matched CRC town names to official Census names and corrected one county assignment (Frenchtown is in Hunterdon County). Population figures are from the 2020 Census; Pine Hill includes the former Pine Valley borough, which merged into it in 2022. The CRC's 2025 annual review counted 211 municipalities allowing at least one class at the end of 2025; the higher count here reflects the CRC's current table. Status can change whenever a town council acts, so check with your municipality for the latest local rules.
